Under the guidance of the Chief Executive Officer, is responsible for management and oversight of the financial and information technology operations of the organization.
The CFO is a member of the Executive C Suite and carries out the mission of Casa Pacifica as it pertains to implementing the strategic plan, financial plans and policies, daily organizational financial activities, internal controls and financial risk management, building, maintaining relationships with Board of Directors, lenders, and community partners.
Key Initiative - Repurpose Campus:
Provide financial and project leadership to complete repurposing the campus.
Create, implement and manage system changes to ensure successful payment reform.
Responsible for tracking cash flow, analyzing strengths and weaknesses to propose corrective action plans when necessary and preparing accurate forecasts so that management can make informed decisions about future investments related to Repurposing Campus project initiative.
Financial Management
Provide executive direction over treasury, cash management, funds and endowment resources and maintain relationships with banks and lending institutions.
Oversee financial planning including coordinating and managing the annual budget.
Provide financial information and analysis to all levels of management and the Board of Directors.
Serve as staff representative on Finance, Audit, and Investment Board Committees.
Measure corporate asset performance and suggest changes.
Maintain relationship with independent accountants.
Negotiate and manage payer contracts.
Risk Management
Establish and oversee a strong system of internal controls.
Analyze financial and business risks and where appropriate or required acquire tools and/or products to help mitigate those risks.
Establish payer contract management tools to ensure contract compliance and maximization.
Communication/Collaboration
Work closely with the CEO and build productive relationships with the Casa Pacifica executive team.
Actively seek revenue enhancement and cost reduction opportunities.
Communicate strategic plan, financial vision, and build measurable financial plans.
Work with the financial, auditing, contracting, legal, and information technology departments of external customers/partners.
Provide strategic, tactical, and business expertise and leadership on financial and information technology matters for the organization.
Serve as chief point of contact for all financial and information technology business decisions.
Financial Process Improvement
Establish, develop, refine, measure and enforce financial processes and policies including regular fiscal reporting, Federal, State, and County reporting, auditing, budgeting, forecasting, costing, investing, contracting, analysis, expense processing, asset management, insurance, and contracts.
Function as key decision maker for financial models and financial advisor for operational models.
Resource Development
Provide mentoring and career development for assigned team members.
Build and evaluate financial and IT teams capable of meeting departmental goals.
Analyze new opportunities and projects for financial feasibility and risk; make recommendations and provide feedback.
EDUCATION and EXPERIENCE REQUIRED:
Bachelor’s degree (BA or BS) from a four-year college or university
Minimum five years’ proven experience as a CFO or VP in a similar or larger sized organization.
Human services or mental health industry background
MediCal or private health insurance experience

CREDENTIALS: CPA and/or MBA, preferred but not required.
