The Training, Development & Engagement Specialist collaborates with and advises the Deputy Director of Training in the strategic design, implementation, and continuous improvement of statewide training initiatives. This role is crucial in assisting with the development, coordination, and logistical support of training programs that meet the needs of the California Alliance, Catalyst Center, and other stakeholders. This position combines relationship management, project coordination, and instructional design to deliver engaging, accessible, and evidence-based training opportunities. The specialist will recruit, schedule and support expert trainers who deliver instructor-led learning experiences across California. In addition, they will co-lead the design, development and coordination of asynchronous (self-paced) learning content that aligns with adult learning principles, child and family services best practices, and organizational priorities.

Key Responsibilities:
Strategic Partnership & Program Leadership & Development
Lead the planning, development, and execution of training strategies to meet stakeholder deliverables.
Identify the learning needs of state-wide stakeholders and create strategic learning pathways that support their training needs.
Exercise discretion and independent judgment in determining learning priorities, selecting vendors, and approving final training materials.
Manage partnerships with consultants, facilitators, and vendors to ensure quality and alignment with compliance and organizational standards.
Provide thought partnerships on training initiative effectiveness, development, and change management strategies.
Lead the planning, identification, recruitment, and onboarding of trainers and subject matter experts specializing in child and family social services, behavioral health and related fields.
Curriculum Development
This role exercises creative and strategic discretion in the design, approval, and implementation of learning programs and materials.
Design and oversee the development, delivery, and evaluation of training program initiatives.
Apply instructional design and learning evaluation frameworks to ensure high-impact and measurable learning outcomes.
Provide oversight of the Learning Management System (LMS), and make recommendations ensuring program accessibility, functionality, and accuracy.
Direct the creation and approval of e-learning content, instructor-led materials, and blended learning experiences.
Approve final course materials and maintain accountability for program consistency, quality, and effectiveness.
Develop and maintain training content focused on contract and stakeholder deliverables.
Apply adult learning theory, trauma-informed principles, and inclusive design practices to create engaging and effective learning experiences.
Develop and design asynchronous training materials including e-learning modules, videos, interactive learning tools and resource guides for the creation of self-paced, micro, cohort and other training curriculums.
Coordinate and enhance cohort style training that supports pathways for learning.
Ensure the training catalog and calendar have robust offerings for a minimum of 6 months in advance.
Evaluation, Reporting & Continuous Improvement
Maintain awareness of emerging trends and technologies in training development.
Continuously improve learning and engagement strategies to align with organizational goals and state-wide workforce needs.
Gather and compile data from training surveys to guide on-going training facilitator recruitment.
Collect, analyze, and report on training effectiveness, engagement, and trainer performance.
Contribute to the continuous improvement of learning strategies, tools, and platforms.
Develop and vet courses to ensure quality course offerings on the training platform.
Review and update existing content to maintain relevance, accuracy, and accessibility.
Partner with the Events team in conjunction with the training team to meet conference course requirements.
Attend committees to contribute to the planning and execution of training initiatives.
Lead the promotion of trainings by collaborating with the training team, the communications team and trainers to create promotional materials (videos, blogs, flyers, social media posts, campaigns)
Collaborate with other departments to align training activities with broader organizational goals (i.e., national month recognitions related to social services, strategic planning goals linked to training, and other program needs).
Program & Administrative Leadership
Oversee training vendor contracts, and timelines.
Provide coaching and mentorship to consultants or project-based team members.
Establish and maintain internal systems for documenting and tracking training activity and compliance.
Ensure all training and development activities meet contract requirements.
Oversee trainer contracts, availability, and scheduling to ensure consistent, timely delivery of training sessions.
Develop and maintain a trainer database and ensure diversity, expertise and quality representation across content domains.
Oversee the development of training materials and presentations, coordinating with internal and external contributors to ensure content availability and quality.
Provide consultation on the continuous maintenance of the training platform, ensuring it is user-friendly and up to date with the latest training courses and course information.
Develop and implement process improvement procedures to enhance the training workflow.
Manage the receipt of all Continuing Education (CE) applicable documentation from trainers to support the application for CE approval
EDUCATION AND/OR EXPERIENCE
Bachelor’s degree in education, social work, instructional design, communications, or a related field; Master’s degree preferred.
Minimum 5 years of experience in Learning Development and Adult Instructional Design
Experience in child and family services, behavioral health, or nonprofit settings is strongly preferred.
Demonstrated experience developing asynchronous or e-learning content using learning management systems and authoring tools (e.g., Articulate 360, Rise, Genially).
Strong knowledge of adult learning theory, curriculum design, and virtual facilitation methods.
Experience managing relationships with trainers, consultants, or community partners.
Project management software experience

Demonstrated experience exercising independent judgment and discretion in program planning, vendor management, and policy-level decision-making within learning and development environments.
